In the mid-1980s, the All-China Women’s Federation (ACWF), an important and powerful government organization working to represent and protect the rights of women and children in China, launched one of many programs to support girls: the Spring Bud Project. Its goal is to help impoverished girls in the interior of China get an education in order to improve their livelihood. In 2001, The 1990 Institute Spring Bud Project was created to educate 1,000 girls in the Shaanxi Province.
